Makes the 638 FDPIR demonstration program authorized by the 2018 Farm Bill permanent;
Expands 638 to any function, service, or activity provided by the U.S. Forest Service;
Expands 638 to any function, service, or activity provided by the Natural Resources Conservation Service (NRCS);
Expands 638 to Food Safety and Inspection Services (FSIS) to allow Tribal governments to inspect beef, bison, chicken, fish, seafood, and other products put into their food programs;
Requires the USDA Secretary to report to Congress on its plan to establish an Office of Self-Governance within one year;
Expands the Buy Indian Act to USDA;
Authorizes the USDA Secretary to establish a new grant and loan program to establish food banks or food pantries in frontier communities;
Requires a report within two years of enactment on the effects of coastal seaweed farming; and
Amends the Consolidated Farm and Rural Development Act to require consultation with the Alaska Native Tribal Health Consortium.
